| 摘 要： | 城乡一体化发展是求解“三农”问题的根本途径。改善城乡关系，推进城乡一体化，一方面要进一步重视政府的主导作用，加大政府制度供给和制度创新的力度；另一方面，也要重视优化民本制度创新的环境，提升农村的地位、重视农民的主体作用。

| Abstract: | Urban - rural integration is the primary way to solve ＂San Nong＂ issues （ issues on peasants, countryside and agriculture）, also a process of institutional transformation and innovation, which is prompted by people - oriented spontaneity and governmental consciousness. The original power of this institutional innovation comes from spontaneous rural industrialization and private economy. And a series of innovative measures adopted under governmental consciousness and direction provide urban - rural integration with fundamental guarantees. To improve urban- rural relationship and boost urban -rural integration needs focusing on governmental direction and institutional innovation as well as on optimization of the environment for people - oriented innovation, promotion of the countryside＇s status and recognition of farmers＇main action. |
