| 摘 要： | 西北乡村民间组织在公民有序参与背景下,在西北乡村社会发挥出日益显著的作用。西北乡村民间组织有效组织农牧民参与经济、政治、文化和公共事业建设,缓解了社会矛盾,维护了政治稳定和发展,促进了政府决策民主化、科学化,增强了农牧民参政意识和能力,丰富了乡村社会的物质和文化生活,最终促进了乡村社会的发展。
