作为一种政治安全进程的产物,欧洲安全与合作组织在30年的发展历程中不断根据形势变化而进行适应性调整。进入新世纪以来,欧安组织对欧洲安全形势、安全格局变化调适不顺,内部利益进一步分化,面临重重困难和矛盾。当前,欧安组织处于深刻的政治危机中,发展前景充满不确定性。

OSCE: Current Status, Problems and Prospect

The article analyzes the bumpy and difficult development of OSCE since 2000.OSCE does not respond well to the changing political constellation in Europe and new security challenges and risks since 9/11.Internal interest divergence widens,reform is discussed and debated.OSCE is bogged down in a double adaptation crisis,one of a basically political nature.In a foreseeable future,it is unlikely that OSCE could easily step out of the political impasse and the difficult situation.Its future is full of uncertainty.
