| 摘 要： | 社会公平是公共行政的核心价值。公共服务型政府的制度安排,正是反映或满足了这种需求,并且与功利主义所倡导的“两最”、罗尔斯《正义论》中所主张的“公平的正义”等“应当”理论相吻合,因而有其伦理论据,具有合法性,应当重视、加强公共服务型政府建设。

| Abstract: | Social equality is the core value of public administration.The establishing of public service-oriented govemment reflects the demand of this value and mirrors the evolution of theoretical study model from "efficiency"to "equality".In reality,seeing from the administrative reforms,the ultimate goal is to establish public service-oriented govemment.It also ethically coincides with the"two most"proposed by utilitarianism and with the theories of "equal righteousness"and"responsibility"raised by Rawls. |
