摘    要:我国的特殊教育中,学前教育和高中阶段教育基本上是空白,义务教育处于数量上的超负荷粗放阶段,高等教育仍然停留于“精英”教育模式。在普及与提高相结合的特殊教育方针的引导下,中国的特殊教育一是过分忽视残疾儿童学前阶段的教育,二是过分忽视义务教育阶段之后的高中和高等教育,从而在根本上制约了残疾人素质的提高。

Abstract:The special education in China can basically be represented as blank for both the toddler phase prior to elementary school and the phase of high school,as overloaded distribution in amount for the compulsory education,and as elite pattern for college education.Under the guideline of distribution combining with promotion,the Chinese special education has overlooked much the education of handicapped children for the phase prior to the elementary school on one hand,and has overlooked much the education for the phases of high school and college succeeding to the compulsory education on the other hand,and has thus restrained in nature the improvement of disabilities'comprehensive quality.
