关于中国特色社会主义警察学内涵与框架的思考

中国特色社会主义警察学是指以中国特色社会主义理论体系为指导思想,专门研究警察活动规律的科学。其有着丰富的特色内涵,即具有指导思想、属性定位、权力结构、运行程序、警察体制等十一方面的特色。从警务运行战略来看,我们经历了专政警务、反应警务,正向服务警务迈进;从警务专业化进程来看,我国经历＂红色＂警务、专业警务和知识警务三个发展阶段。同时,我们的警察学研究视野将从封闭走向开放,其特色内涵在与时俱进中不断创新。基于这种认识,中国特色社会主义警察学可以由＂基础理论篇＂、＂警察定位篇＂、＂警察管理篇＂、＂警务运行篇＂4篇27个相互联系的基本理论论点,再加上＂专业警务改革与发展篇＂构成一个比较完善的理论体系。

A Reflection on the Connotation and Frame of Police Theory in Socialism with Chinese Characteristics

Police theory in socialism with Chinese characteristics refers to the science which takes the socialist theoretical system with Chinese characteristics as guideline and specializes in the laws of police’s activities.It has rich connotation with eleven features,namely guidelines,attribute positioning,power structure,operational proce-dure,police system,etc.From the strategy of policing operation,we have experienced dictatorial police,responsive police.Now,we are moving toward service police.From the course of police specialization,our country has experi-enced three stages of development： ＂red＂ police,specialized police and knowledge police.Meanwhile,the research scope of police theory will be changed from the closed view to the open one and the connotation with features will be innovated ceaselessly in pace with the development of the age.Based on the cognition,police theory in social-ism with Chinese characteristics consists of four chapters（＂basic theory＂,＂police positioning＂,＂police manage-ment＂,＂policing operation＂） and twenty-seven related arguments of basic theory,which can be combined with ＂re-form and development of specialized police＂ to form a perfect theoretical system.
