| 摘 要： | 传统发展观重视经济增长，而科学发展观重视人的发展，这就标志着我党对科学发展观的认识达到了一个新境界。科学发展观“以人为本”中的“人”，从横向看指全体人民，从纵向看指多代人。人是发展的主体与动力，人的发展是科学发展的最终目标，“以人为本”是科学发展观的内在要求和最高标准。

| Abstract: | The traditional outlook on development only lays stress economic growth,while the scientific outlook on development attaches importance to the development of man.This drastic change in outlook on development demonstratesthat the Party has got into a new realm in understanding of the scientific outlook on development.The"people"in"putting people first"mean that all the people and generations of people have been the principal part and driving force for development.The ultimate goal of scientific development is the realization of the development of man,and,therefore,it is the intrinsic requirement and highest standard of the scientific outlook on development to put people first. |
