论当代人民警察道德规范体系的完善

目前,人民警察道德规范体系已经初步建立起来,除基本原则问题仍有争论外,从具体规范到若干观念范畴都有理论上的共识,并在实践中得以认同和遵行。但像所有事物是发展的不是停滞不前的一样,随着社会经济关系的变化,现实公安工作的发展,当代人民警察道德规范体系进一步完善的必要性凸显出来。首先是应该确立"公正执法,优质服务"的基本原则,其次是要补充诚实守信的规范和公正、人权观念。

On the Perfection of the Ethic System of Modern Police

Up to now the ethic system of modern police has been established and its specific principles and concepts have been commonly identified in theory and abided in practice except for the disputes on some fundamental principles. As the development of any thing, the ethic system of modem police needs to be perfected as the change of social economic relationship and the development of police cause, which has become a necessity. First, the concept of "Fair Law Enforcement, Knight Sarvice" should be set up as the fundamental principle. Second, the principle of being honest and faithful and the concept of being fair and humanism need to be supplemented.
