试论构建和谐社会与建设法治政府

依法构建和谐社会是中国共产党人适应新的历史时期的要求所提出的新的社会发展目标.要实现这一目标,提高政府的行政能力,改善政府的运作模式至为关键.最佳途径是着力建设法治政府.一个适应和谐社会要求的法治政府应当是民主政府、有限政府、阳光政府、诚信政府和责任政府.而建设法治政府则要求执政者不仅要树立执政为民、以人为本的施政理念,更要改变政府运作模式,将政府的运行和政府的行政行为严格置于法律约束之下.其中政府信息公开化、行政行为程序化、行政许可制度化和行政责任司法化是建设法治政府的重要举措.
