新农村建设与我国治安防控体系的构建

新农村建设与大中城市、小城镇建设一样,是实现我国社会和谐发展、繁荣富强的重要一环。从构建我国治安防控体系的角度讲,加强新农村建设,使农民成为新农村建设的主体和受益者,不仅能够有效地减轻大中城市和小城镇里无业流动人口犯罪的压力,而且能够从根本上解决农村的治安混乱问题。因此,公安机关应借助国家新农村建设的政策优势,构筑大中城市、小城镇和新农村一体化的治安防控体系,以实现社会治安形势的根本好转。

The Construction of New Rural Areas and the Establishment of Public Order Prevention System in China

From the angle of establishing our public order prevention system,we can not only effectively lighten the stress of the vagrants' crime in big and middle cities and towns,but also completely solve the problem of public order in rural areas by means of strengthening the construction of new rural areas.According to the government's policy,public organs should establish public order prevention system of big and middle cities,towns and new counties.
