| 摘 要： | 政府公信力是提高政府社会管理水平的必然要求。由于受诸多因素影响，当前我国政府的公信力呈现流失趋势，并已成为限制社会管理水平提高的重要瓶颈。因此，在社会转型深化的关键时期，重塑政府公信力成为提高我国政府社会管理水平的重要途径。

| Abstract: | Accountability is the necessary requirement to improve government's social administration ability.Influenced by many factors,nowadays Chinese government's accountability tends to be lost,and has become the chief barrier to improve the government's social administration ability.Therefore,during the critical period of social transition,the reestablishment of accountability is an important way to improve government's social administration ability. |
