严打整治斗争20余年的回顾与思考

综观 2 0余年来严打整治斗争的历程 ,出现了一个“打不胜打、防不胜防”的怪圈 ,这既有客观原因 ,又有主观原因。有效预防和减少犯罪 ,既有赖于经济的发展和公民整体素质的提高 ,又取决于我们解决犯罪问题能力的提高。公安机关必须坚持“打防结合、预防为主 ,标本兼治 ,重在治本”的指导思想 ,努力使公安工作变被动为主动 ,主要斗争方式变专项斗争集中统一行动为依靠经济性的严厉打击、严密防范和严格管理 ,积极探索出一条长治久安之路 ,实现社会治安的良性循环。

Review and Considerations on Crackdown in the Past Twenty Years

Both crackdown and prevention has been falling into an endless situation in the past 20 years, which resulted from objective and subjective cause. Efficient prevention and crime reduction which help to develop economy and citizens quality depend on the improvement of dealing with crime. Public security organs must carry through the principle: combining crackdown with prevention, concentrating on prevention, tackling the surface and the root of problems, laying stress on the root, and make efforts in changing the passive situation to the positive one, changing the major way from special crackdown to regular crackdown, prevention and rigid control, and explore a way to realize the long-term public security stability and good circulation.
