论服务型政府的困境、超越与建构

行政改革的深化引发了创建服务型政府的热潮。认为,服务型政府并非万能。由于服务型行政模式本身存在着逻辑上的悖论及学理上的局限,置于中国的具体国情下,其发展与适用面临着理论/实践的双重困境。因此,提出服务型政府需要从意识理念、制度基础及社会环境等多层面厘清并加以超越,进行系统性、整体性的建构,是一个长期渐进的过程。

The Dilemma, Surpassing and Construction of Serve-oriented Government

The tidal current of constructing serve-oriented government was evoked by administrative reform. However, serve-oriented government is not almighty. Because of the logical paradox and academic deficient, the mode of serve-oriented government is confronted with dual dilemmas relating to its development and application. Therefore, it is a long-term process to construct and surpass this mode in the aspects of ideology, system and social environment.
