| Abstract: | Police interests have the characteristics of generality and specialty and include police＇s right of law enforcement and police＇s basic rights as citizens. The reasonable allocation of remedy means and system protection means is the ultimate choice and is also the requirement of adhering to the principle of managing state affairs according to law and administrating according to law. |
