走向有序：广州流动人口犯罪问题研究

改革开放以来,广州流动人口规模快速增长,流动人口的构成也从省内为主转化为省外流入为主,近年来在广州的外国人也呈大幅增长的态势。流动人口已经成为广州刑事犯罪的主体,侵财性犯罪和外国人毒品犯罪都比较突出。近年来广州在实践中不断创新流动人口的管理服务策略,但还应进一步增强服务意识,构建流动人口聚集区的防卫空间,改善流动人员的教育、文化环境,加大对＂三非＂外国人的查处力度,通过＂打、防、控＂结合等多种策略遏制广州流动人口犯罪的增长态势。

Toward Ordered Community:A Research on the Crimes Committed by the Floating Population in Guangzhou

With the rapid growth of floating population in Guangzhou,the composition of it has converted mainly from the province to other provinces since the reform and opening to the outside world.The number of foreigners also tends to be on the increase recently.The floating Population has become the main body of criminal offenses,and property crimes and foreign drug-related offenses are more prominent in Guangzhou.In recent years,Guangzhou municipality has adopted the constant innovative service strategy for the management of the floating population.However,in order to bring under control the crimes committed by the floating population in Guangzhou,Guangzhou municipality should further enhance their awareness of service,construct mobile populated areas of defensible space,improve their educational,cultural environment,increase the supervision of foreigners,and combine the strategies of＂striking,preventing and controlling＂.
