摘    要:首都职工素质教育工程是以"创争"活动为载体;以首都职工素质教育工程为长效机制;以提升职工学习能力、创新能力、竞争能力和创业能力为内容;以造就学习型、知识型、技能型、专家型职工队伍为目标.通过分阶段、分层次的岗位技能与资格培训和学历教育,有助于不断优化企事业单位职工的知识结构,提升抗职业风险的能力;有助于用人单位进一步发展储备技术力量,缩小与世界新技术革命的差距;有助于将职工素质教育与培训纳入正规化、系统化的轨道.总之,提高职工素质是我国社会所需、企业所谋、职工所求.

Abstract:The activity named"establishing learning organizations and striving for learning workers"is the carrier of quality-oriented education project of capital workers and staff members, which is a sustained program. The project takes raising the learning ability, creative power, competitive strength and pioneering capacity of the work force as the main points. Its objective is to build up the learning, educated, skillful and professional contingent of workers. The on-the-job technical training and education proceeding by stages and levels is conducive to optimize the knowledge structures and resist the vocational risks of workers and staff members in enterprises and institutions. Furthermore, it helps to store up technical force in employing units, and regularize and systematize the project. In a word, bettering the quality of workers is the requirements of society, enterprises, institutions and work force.
