科技创新领军型人才解析

随着国际与区域科技竞争加剧，科学、合理地界定“科技创新领军型人才”关系到国家与地区有关人才政策的有效性与可操作性。文章通过对现代科技创新特征的分析，认为科技创新领军型人才是高新技术领域中具有国际化视野的、熟悉国家或区域科技发展战略的、科研能力和产业化能力突出的创新团队领导者，分为前沿科技创新领军型人才、科技产业化领军人才和复合型科技创新领军型人才，并据此提出科技创新领军型人才的评价维度和培育机制。

An Analysis on Leading Talents of Scientific & Technological Innovation

With the increasing competition in international and regional science and technology, a reasonable definition of “leading talent of scientific ＆ technological innovation” matters a lot for the feasibility and practicability of national and regional talent policies. Through the analysis of the characteristics of modern scientific ＆ technological innovation and putting forward the corresponding assessment points, this paper holds that scientific ＆ technological innovation leading talents are innovation team leaders with an international vision and familiar with national or regional scientific and technological development strategy in high-tech fields. Their scientific research ability and industrial production ability are prominent and divided into three types, namely, pioneering leading talents of scientific＆technological innovation, leading talents of science ＆ technology industrialization and leading talents of composite innovation and proposes the corresponding appraisal main point and the cultivation mechanism according to the above.
