The Research on the Function Orientation of the Local Government in the Era of Post Agricultural Tax

The paper tries to seek for the roads and conditions from these three aspects： the local government itself,the relationship among the governments of different levels,and the relationship between the local government and the countryside.Only in these ways,can the local government really realize its own correct orientation and successfully devote itself to the new countryside construction.
