As an important tool for state power integration, modern bureaucracy rose in 17 and 18 centuries and had contributed much to the emergence of nations in Europe and other areas. However, it couldn't adapt itself to the new political, economic and technological environment with the change of times, and the reform of it has been on the agenda of the developed countries' administrative reform.
