谈入世后公安工作指导思想的转变

当前,许多发展中国家都把精心设计警察工作,科学安排警力,完善执法机制,充分发挥科技力量的作用等,作为警察部门公正执法提高工作效率所追求的主要目标。面对入世后治安形势的压力,我国传统的警务理论和管理体制、运行机制将会遇到前所未有的挑战,我们必须改革不适应现代社会发展的管理制度和工作方法,建立符合国际规则的运行机制和与国际对接的管理模式。

On Change of Guiding Ideology for Public Security Work Following WTO Membership

At present,many developing countries regard elaborate design of policing work,scientific ar-rangement of police forces,perfection of law enforcement mechanism,and giving full play to scientific andtechnological force as the important goal of police departments in enforcing law impartially and enhancing workefficiency.Confronted with the pressure of public security situation following WTO membership,our country'straditional policing theory,the administrative mechanism,and the operational mechanism will be met with un-precedented challenges.We must reform the management regulations and working methods,which do not fit inwith the development of modern society,and set up the operational mechanism conforming to internationalrules and the management pattern linking to the world.
