论妇女人力资本积累与可持续发展

本文运用人力资本理论和可持续发展的基本观点,从人力资本构成的教育与健康要素入手,分析了我国妇女人力资本存量、影响因素及其在可持续发展中的作用。具体揭示对妇女教育保健投资可获得比男性更高的投资收益,但对妇女人力资本投资回报的外部性特征,加大着歧视性投资所造成的人力资本积累的性别差异,女性人力资本存量不足已成为制约可持续发展的瓶颈,并抵消着提高男性教育、健康投资所获得的收益。据此提出加快妇女人力资本积累是实施我国可持续发展战略的有效途径。

On Womanpower''s Capital Accumulation and Sustainable Development

By dint of the humanpower capital theory and the basic viewpoint of sustainable development and proceeding from the education and health of the humanpower capital composition, this essay analyses the reserve and impacting factor of China' s womanpower capital and its role in sustainable development. In concrete terms, it points out that investment in women' s education and health can bring greater returns than that in men' s education and health; that the external characteristic of the returns from the investment in womanpower capital will aggravate the gender difference in humanpower capital accumulation arising from discriminative investment; and that the insufficiency of the womanpower capital has become a bottleneck obstructing sustainable development and offsetting the returns derived from the increased investment in men's education and health. In light of this, this essay proposes that womanpower capital accumulation should be steped up as an effective way of carrying out China' s sustainable development strategy.
