| Abstract: | As a main part to implement policy, the government objectively has its own interests different from the public interests. The existing government interests and its conflict is the main reason to lead to deviation of implementing policy. So making reasonable integration and specification on government interests is the important way to guarantee policy to be carried out effectively. |
