公安部贾春旺部长给云南禁毒的任务是“四禁并举 ,堵源为上”。如何才能有效遏制境外毒品渗透是摆在我们面前的重大课题。 1、转变作战思想 ,树立打团伙、追逃犯、抓毒枭 ,打缉毒大战役的思想 ;2、建立情报集中机制 ;3、实现警力集中机制 ;4、实行协作办案机制 ;5、强化公开查缉机制 ;6、抓机遇 ,变思想 ,增强禁毒为经济建设服务的意识

Putting Drug Prohibition Power of the whole Province Together,Enforcing The Blocking up of the Drug Soruce and Damming the Drug Dealing

Minister Jia Chunwang of Yunnan Pulbic Security Ministry assigned us the mission of focusing on drug prohibition and blocking up drug source firstly. The important task in front of us is how to contain foreign drug smuggling effectively.We shall:1.change the concept of operations, set up the thought of taking strong measures against criminal groups,pursuing and capturing escaped criminals and leaders of drug dealers and spreading out the campaign of anti-drug dealing;2.establish in telligence gathering regulations;3.implement police force gathering regulations;4.carry out investigation cooperation regulations;5.enforce public anti-drug dealing regulations;6.grasp favourable circumstances, change concepts and strengthen the idea that drug prohibition should serve economy dovelopment.
