系统论视角下中国善治发展探讨

从系统论角度看,善治是经济全球化和政治民主化浪潮导入民族国家系统后,所引发的政治与社会子系统之间功能关系的重新调整,反映了公共管理模式的发展趋势和人类发展理念的新型实现形式。改革开放和发展市场经济以来,我国的经济和社会子系统都发生了根本性变化,政治子系统的变革是必然的,善治对于我国政治发展的未来选择有着重要的意义。但我国特殊的系统结构对我国善治的发展存在着一定的制约作用,只有从实际出发,对我国的系统要素、系统结构和系统功能进行相应的规范或调整,才能为我国善治的发展创造条件。

Consideration on Developing Good-Governance in China in Light of Systematology

In view of system theory,good-governance is the functional re-adjustment between the political subsystem and social subsystem after the forces of economic globalization and political democratization into the nation-state system.It exhibits the new developmental tendency of public administration and the new realization model of the human development ideal.Since the adoption of the reform and open-door policies and the market economy policy,our country's economic subsystem and social subsystem were greatly changed.So the political subsystem will raise innovations sooner or later,and the good-governance will have great importance for the future choices of our country's political development.But in some degree,our country's special system structure has certain constraint on the development of our country's good-governance,so it is important to regulate and modulate our country's system elements,system structure and system function.
