论我国入世后"走出去"的战略重点

实施“走出去”的开放战略是我国对外开放新的战略选择 ,对我国顺应经济全球化潮流、促进经济结构调整和持续发展具有重大而深远的意义。我国加入WTO ,使“走出去”更具有紧迫性和必要性 ,同时也带来了新的机遇。应当全方位地“走出去” ,重点以技术创新和科技兴贸为动力 ,以产业调整和结构优化为基础 ,以对外投资和跨国经营为龙头 ,以拓展国际服务贸易为新增长点 ,以制度创新和人才培养为保障。

On China's Strategic Stresses of "Going Out" after Its Entry into WTO

It is a new strategic choice for China to carry out the strategy of "going out". This choice is of great and far-reaching significance because it goes with the current of economic globalization and promotes the adjustment in economic structure and its constant development. China's entry into WTO makes "going out" more urgent and necessary and brings us new opportunities. We should "go out" in all directions after the entry. Our stresses are put on the following: Technologic renovations are taken as the impetus. Adjustments in industrial structure are furnished as the basis. Transnational investments work as the leading force. Service trade is the new growth point. And system reform is the guarantee.
