| 摘 要： | 财产问题不仅仅是经济问题和法律问题,也是一个政治问题。政治统治者必须明确宣告对产权的保护,其政治意义在于表明这是国家统治合法性的宣言,是正义的宣言。漠视私人产权的存在,会动摇人民对公平正义的信仰,甚至对统治合法性的怀疑。

| Abstract: | The property issue is not only economy and law problem, but also is the political problem. The governors have to declare for protecting property right, which has political significance to show the lawful and just declaration by the nation' s governors. Ignoring the existence of private property right may decrease people's belief on fairness and justice, which may even make the people doubt the governor' s legality. |
