| 摘 要： | 政治体制改革的大方向是明确的、始终如一的,但在实践推进中,对政治体制改革的着力点的认识则是不断发展的.党的十六大明确提出了依法执政的要求,并明确地将推荐重要干部作为依法执政的一个基本环节,可以说是对推进政治体制改革的着力点在认识上的深化.实现党依法执政,是最终实现政治体制改革的关键,但首先在推荐重要干部这个基本环节上,还确实存在许多缺陷,需要在相关的法律制度上加以完善.

| Abstract: | Inspite of the established and constant criterion of the political system reform, the knowledge about its focus is developing.Our party's 16th national conference articulates the significance of legitimate administration and highlights the status of recommendation of cadres, which is the deepening of the knowledge. However, there still exist defects in the legitimate administration, which necessitates improvement. |
