论党内民主与民主集中制的关系

党的十六大报告提出以党内民主来积极推进人民民主的中国社会主义民主政治发展的大思路。因此,深入研究党内民主问题具有重大现实指导意义。首先,要从“党内民主是党的生命”的高度,深刻认识发展党内民主的重大意义;其次,还应从科学认识和把握党内民主与民主集中制的内在联系的关系中,找到通过制度建设、通过坚持与完善民主集中制的途径,发展党内民主的具体办法。

On the Relationship between the Democracy and Centralism inside the Party

The report to the 16th National Congress of the Communist Party of China put forward the idea of actively promoting the development of China' s socialism democratic politics with the characteristic of people' s democracy. Therefore, it is of great realistic guiding significance to further study the democracy inside the Party. First of all, we should have a profound realization of the significance of developing the democracy inside the Party at the level that the democracy inside the Party is the life of the Party; secondly, we should find out the concrete ways to develop the democracy inside the Party through the construction of our system and the improvement of democratic centralism in the process of our scientific realization and consideration of the relationship between the democracy and centralism inside the Party.
