推进我国行政管理体制改革的战略性思考

入世后，我国要建立既保持中国特色，又与国际惯例接轨的行政管理体制，就必须进行改革。因此，我国行政管理体制改革的目标是建立公共行政体制；我国政府职能转变的目标是建立政府公共管理职能体系；我国政府依法行政的目标是全面建立法治政府，我国是提高政府的服务质量，就必须建立以公民权利为基础的服务型政府。

After entering WTO,if we want to establish an administration system with Chinese features and in the same track with international practice,we must carry out reform.Therefore,the goal of reform in our administrative system is to establish public administrative system;the goal of changing our government function is to establish government public administration function system;the goal of our government legal administration is to establish a government ruling by law.If we want to improve the quality of government service,we must establish a government of service based on citizen right.
