和谐社会建设的关键：提高行政权的亲和力

党的十六届四中全会做出了建设和谐社会的决定,全国人大十届三次会议作了进一步要求。建设和谐社会,是个系统工程,要从各方面推进。行政权,是强大的力量,在建设和谐社会中理应发挥重要的作用。但长期以来,人们过分关注、强调了行政权的强制力,而忽视了其亲和力。文章通过对行政权的考察,认为亲和力是行政权的本质特征,在行政权中起主导作用,以此为基础,对行政权亲和力的实现途径及在建设和谐社会中的作用初步的阐述。

The key of the construction of the atmosphere of the social harmony :Enhance the affinity of executive authority

At the Forth Plenary Session of Sixteenth National Congress of CCP,the construction of social harmony was proposed,and it's also be demanded more by the Third Session of Tenth National People's Congress (NPC).The construction of the atmosphere of the social harmony is a systematic engineering,and must be pushed on from every side.Executive authority is a kind of powerful strength,so it must elaborate its important function during the construction of the atmosphere of the social harmony.But,for a long time,we have paid attention to and emphasize more on the obligation force of executive authority,and ignore its affinity.By inspecting of executive authority,this article deems that affinity is the essential characteristic of executive authority,and affinity elaborates leading function.This article make an initial interpretation of the way of realizing the affinity of executive authority,and its function during the construction of the atmosphere of the social harmony.
