两个平台、四个支柱:略论构建服务型政府的前提条件

构建服务型政府显然需要建立在一定的前提条件之上。这些前提条件可以概括为两个层面,即两个平台和四个支柱:两个平台是指较高的经济发展水平和政府管理水平;四个支柱分别是指成熟的市场经济,第三部门的全面成长,法治国家的建成和积极成熟的公众。对于上述条件,中国目前还都存在一定的差距,很难在短时间内完全建成服务型政府。因此,政府方面和社会大众都应保持冷静心态,循序渐进地推进服务型政府建设。

A Study on the Preconditions of Building a Service-oriented Government
