冷战后欧安组织的维和与危机处理

本文对冷战后欧洲安全与合作组织职能的调整、特别是其在危机处理及维和事务中所发挥的作用进行了探讨。文章认为 ,冷战后欧安组织在维和领域的作用虽一度突显 ,但由于各主要力量的核心利益不在欧安组织 ,因而其在维和领域的作用只能作为北约的一种补充 ,发挥早期预防和危机善后处理的作用。俄罗斯推动欧安组织成为欧洲安全结构中心的努力未能如愿 ,其在维和领域的决策地位随之被边缘化。

OSCE''''S Role in Peacekeeping and Crises Management after the Cold War

This study focuses on the role of OSCE (Organization of Security and Cooperation for Europe) in crisis management and peacekeeping affairs in Europe. The author describes the evolution of OSCE's adaptation to a new European security environment after the end of the Cold War, and explores the role that OSCE is playing in crisis management and peacekeeping affairs. After analyzing the interests of each main power in OSCE and their respective policy toward OSCE, the author concludes that the role of OSCE in peacekeeping is complementary, the Russian position on European security decision-making has been marginalized, and theoretically speaking, the realist belief on international institutions could be proved ty the case of OSFCE development in the post-cold War era.
