| 摘 要： | 警察执法权威先于警察执法,警察执法权威的获得既需要法律上的合法性也需要政治上的正当性。警察执法权威在社会平安治理过程中得以实现,更是在公共平安治理中公民和社会资源的支持下得以实现。专业化建警是警察执法权威和社会平安治理实现的基本前提,法治化建警是警察执法权威和社会平安治理实现的必然路径．开放性建警是警察执法权威和社会平安治理实现的重要保证。

| Abstract: | The legal authority of the police precedes their law enforcement. The acquisition of legal authority should be in accordance with the law and the politics. The legal authority is realized in the peaceful social man- agement, supported by citizens and social resources. For the realization of legal authority and peaceful social management, construction of professional police team is the basic precondition, the legalization of police teams is the necessary means, and the openness of construction is an important guarantee. |
