| 摘 要： | 非现场执法作为一种科技进步的产物,在未来社会将产生无与伦比的重要影响。但是,就当前社会条件来讲,非现场执法还不宜被认为是一种完整的执法方式,充其量只能作为一种取证手段。在运用这种新的取证手段的时候,行政机关更应遵循严格的程序,以保护行政相对人的合法权益。

| Abstract: | The non-scene enforcement,as a production of advanced technology,will exert a profound implication on the society in the future.However,it is not reasonable to utilizing the non-scene enforcement as a completed method of enforcement which should be only treated as a measure of evidential collection in modern society.Government should give priority to comply the procedures which protect people's legal rights and interests when using this new method of evidential collection. |
