| 摘 要： | 作者把十六届四中全会所总结的"科学执政、民主执政、依法执政"体会为执政的三大法宝,认为这是执政规律的集中体现.第一部分谈到苏共在列宁时期初步探索了执政规律,苏联得以兴盛,后来在斯大林时期背离了科学执政、民主执政、依法执政的规律,遭致丧权亡党.第二部分谈到我们党从民主革命时期在农村革命根据地局部执政经过曲折探索已初步掌握科学执政、民主执政、依法执政规律,1949年在全国执政后因受"左"的路线干扰走了弯路.第三部分谈到三大法宝的关系,指出科学是关键,民主是基础,法治是规则,科学是民主和法治的向导,民主是科学和法治的源泉,法治是科学和民主的保证.当今特别要大力加强民主执政.
