| 摘 要： | 全面建设小康社会必须高度重视资源问题，同时应遵循六个方面的原则：一是确立人与自然和谐发展的经济增长方式；二是加强对经济发展同自然资源和生态环境的宏观调控；三是制定对自然资源和生态环境进行科研投入的政策；四是培育健康明的消费行为；五是开拓经济建设同自然资源和生态环境协调发展的新空间；六是在开放中协调经济发展同自然资源和生态环境建设的统一。

| Abstract: | Marx and Engles put forward two premises(starting points)of historical materialism,the historical premises and the logical premise.The historical premise is man being engaged in practise and the logical premise is the practice of man.The former is the premise and basis of the latter while the latter is the refinement and subkimation of the former.The two form a dialectical and concrete unity,not either one or the other.The proposal and explanation of the dialectical unity of the two premises is the key for historical materialism to transcend all the old historiacal views. |
