加强党的执政能力建设是目前党的建设带全局性、根本性的重大课题。加强党的执政能力建设必须以确立科学的执政理念为前提,以保持党与人民群众的血肉联系为核心,以不断强化执政主体的作用为关键,以改革和完善党的领导体制和工作机制为重点,不断研究新情况,解决新问题,创新新机制,增长新本领。

Strengthening the ruling capability of the party is an overall and kernel theme facing with party building now.This task needs to establish a scientific concept of ruling as its premise,to keep connection of the party with people as its kernel factor,to set continuing strength of ruling subject as its key part,and to take reform and consummation of the party's leading system and the working mechanism as its focus.It also requires us to study new situation,to resolve new problems,to innovate new institution,and to promote new capabilities in a continuous way.
