健全农村社会保障制度的几点思考

现阶段我国农村社会保障体制存在着社会保障层次低、覆盖面窄、管理分散、社会化程度低、保障功能差等问题,使得占绝大多数的农民处于社会保障的边缘,得不到真正的保障。为此,应从我国实际出发,分层次地推行农村社会保障制度,尽快完善农村社会保障的法律体系,拓宽基金来源渠道,提升土地保障和家庭保障的“造血功能”,使农村社会保障制度规范化、系统化。

Reflections on Improvement of the Social Security System in the Countryside

At this stage of China's development,there are some problems with the social security system,such as only part of the residents in the countryside being able to enjoy social security,the management being decentralized and the level of socialization being lower.To make it possible for the majority of the residents in the countryside to enjoy social security,the country,procceding from China's reality,should practise the social security system step by step,improve the legal system for social security,widen the channel of raising funds,improve the "haematopoietic function" of land security and family security,and standardize and systematize the social security systern in the countryside.
