市级公安机关警力资源配置研究——以兰州市公安局为例

在犯罪急剧增加、治安形势日益严峻的背景下,警力资源不足、配置不合理已成为各地公安机关面临的共同难题。市级公安机关不能只靠增加警员数量和经费投入来提高社会综合治理水平,像兰州这样的西部经济不太发达的地区,警员的数量和经费的投入更是无法保障。因此,需要从现有警力资源的质量和管理等方面入手,从公安队伍内部挖掘警力,通过严把出入口、教育训练、建立科学的绩效考核制度、健全职位晋升机制等途径切实提高警员的综合素质。依靠创新警务工作模式,完善公安管理体制,明确公安机关的职能定位,完善公安经费保障机制,加强解决民警实际困难的制度建设等方式科学配置和合理使用警力,避免警力的不必要浪费,最终实现市级公安机关警力资源的优化配置。

Municipal Public Security Organ Police Resources Configuration --A Case Study of Public Security Bureau of Lanzhou City

Under the background of dramatically increasing crime and serious security situation, shortage and unreasonable configuration of police resources has become a common problem for the public security organs in Chi- na. To improve the level of social comprehensive treatment, the municipal public security organs should not merely increase the number of officers and funds investment, which can not be guaranteed in the less - developed western regions, such as Lanzhou. Therefore, we need to start with the quality of existing police resources and management as well as make full use of the internal police numerical strength to improve the comprehensive quality through the strict controlling of personnel floating, education training, establishment of scientific performance appraisal system and improvement of mechanism of promotion. To avoid the unnecessary waste of police, we should scientifically con- figurate and reasonably use police by innovating police work mode, perfecting the public security management sys- tem, defining the function orientation of the public security organ, improving the security mechanism of funding, and strengthen the construction of solving polices＇ practical difficulties so as to achieve the optimal allocation of the municipal public security police resources.
