On the Scope of Government Information --Reflections on Zhu Ling Case

Application for disclosure of government information in Zhu Ling Case triggers widespread discussion in academic circles. The academic circles have different views as to whether the application for the disclosure of investigation information is applicable to Government Information Disclosure Bill. The primary divergence is whether investigation information belongs to government information. Whether from the perspective of semantic interpretation, teleological interpretation or system interpretation, the investigation information in Zhu Ling case does not belong to the scope of government information. Therefore, its disclosure or not is not applicable to the prescriptions in the Bill.
