在珠江三角洲的调查发现,流动人口底数不清、企业任意隐瞒民工数量的现象并非鲜见。其中既有因收费产生的经济动因,也有社会心理原因和制度缺失的因素。农民工的生存证明权被剥夺是最严重的权益侵害,意味着一切权益的剥夺,影响和谐社会秩序的稳定与发展。社会与政府对此不能视而不见,要有所作为。
