| Abstract: | It is an important governance idea for the CPC to stay prepared against adversities in times of peace. To build the idea, the principle of science, strategy and for the people must be adhered. Its path is putting education at first place and focusing on system restraint, cadre＇s taking the lead and practice fostering. |
