| 摘 要： | 宁夏经济发展必须要把生态环境保护放在重要地位,不能以牺牲环境换取经济增长。在生态保护制度构建中,引入第三方——环境保护NGO,政府、NGO、市场三者耦合机制的建立,可以有效避免在环境保护时出现的"政府失灵"与"市场失灵"。

| Abstract: | Economic development in Ningxia must take the protection of the ecological environment into an im- portant position, not allowed to sacrifice the environment in exchange for economic growth. In the construction of ecological protection system, the introduction of the third side NGO environmental protection, the establish- ment of coupling mechanism of government, NGO, the market of the three, can effectively avoid the phenomena of ＂government failure＂ and ＂market failure＂ in the course of environmental protection. |
