法治县应以一定自治权为基础

依法治县是依法治国的主要基础、构成要件。当前县的法治状况较落后 ,尤其是在权力的行使上。要建设法治县 ,应当实现法的统治和以权利作为权力的基础 ,不能脱离法治的本来意义和它的基本要求。县的人民必须拥有决定自己事务的权利 ,体现为本县人民的代表———县机关及其官员———具有独立的权力。

Governing Counties by Law Should Be Based on the Right to Autonomy

Governing counties by law is the main basis and component part of governing countries by law.The current legal situation in counties is rather backward,especially in the exercise of power.In order to build law-governed counties,we should ensure the governing position of law and exercise power on the basis of people's rights,instead of breaking away from the original meaning and basic requirements of governing by law.People in a county must own the right to decide their own affairs,which manifests itself in the independent power of representatives of the county and authorities and officials of the county.
