How to Solve Current Chinese Land Issues Institutionally:A Study of the Goal-Oriented Model of Reforming the Land Management System

The rising conflict and contradiction caused by land are becoming one of the main factors affecting Chinese social and political stability.The underlying roots of land issues lie in the lack of and imbalance between land rights and land obligations.This has contributed to the absence of institutional mechanisms to realize and adjust the interests among the state,collective and individual.It is a typical Prisoner’s Dilemma and Tragedy of Commons in land use conceptually.Solving the Chinese Land Issues Institutionally,hence,a right-and duty-balanced land management system must be introduced,providing all the parties with reasonable interests.Additionally,institutionalizing the Chinese land management needs to reform the financial and revenue systems in order to change the environment of land management.
