Benchmarking origins from the 20th century between at the end of the 70's and the beginning of the 80's,first popularly get up in the enterprise,it faced the practice and the process with the method of primary management.It is a practical pro-cess.Our country public department's achievements always are not high,moreover,the globalization is further,which causes our public department to be faced with bigger chal-lenge,but the essence and the function of benchmarking had decided it can be used for the public department.Benchmarking is the effective method of enhanceing public de-partment achievements.Although there are obstacles to benchmarking in the public de-partment.We try to overcome these obstacles.
