| 摘 要： | 2004年起,全国各地公安机关根据公安部规定纷纷建立了新闻发言人制度。社会突发事件的增多要求公安新闻发言人提高素质,正确理解自身职责,科学地处理和应对突发事件。在突发事件的不同阶段,公安新闻发言人的职责也有所不同,分为突发事件发生前的职责、事件发生后的职责和事件结束后的职责。

| Abstract: | Since 2004, the public security bureaus in all parts of our country have set up news spokesman system one after another according to the stipulations of the Ministry of Public Security. With the increase of social abrupt affairs, it requires public security news spokesmen should raise qualities, correct to understand own duties, and scientifically treat the accident of tackling. At different stages of social abrupt affairs, the duties of spokesmen are different to some extent. |
