新中国成立初期北京市城区基层政权干部队伍建设

由于北京的首都地位且为较先解放的大城市,新中国成立初期北京市城区基层政权干部队伍建设在全国具有典型意义和示范作用。在北京市基层政权干部队伍建设的过程中,中共北京市委充分地利用了自身具有高度的组织性与纪律性的特点与优势,组建了一支有一定规模且以党、团员为主体的干部队伍;通过组织的教育,克服了新、老干部之间的矛盾,使党的干部基本上适应了城市工作和执政党地位的需要;在对基层干部队伍的监察与监督上,也做了一些有益探索。本文透过北京的个案研究,从干部建设的角度观察新中国成立初期中共为适应自身的地位和中心任务而转变的实践与艰难探索。

Development of the Contingent of Cadres in the Grassroots Organs of Power in the City Proper of Beijing in the Early Days of New China

In the early days of New China,the development of the contingent of cadres in the grassroots organs of power in the city proper of Beijing as the capital of the country and a big city liberated at an early date had a typical significance and played an exemplary role.The Communist Party of China made full use of its advantages of a high degree of organization and discipline in the process of developing and improving its ranks of cadres and set up a sizable contingent of cadres with Party and League members as the mainstay.Through the education by the Party organizations the veteran and the new cadres overcame contradictions between them and lived up,as a whole,to the requirement of urban work and the CPC as a ruling party.The Beijing authorities also made some useful explorations in the supervision over the cadres at the basic level.Through case studies in Beijing this paper reviews,from the perspective of development of ranks of cadres,the practice and difficult explorations of the CPC in its efforts to be adaptable to the changes in its position and its central tasks.
