| 摘 要： | 立案标准是刑事立案中的重要问题，其高低决定着能否启动立案程序和实现刑事诉讼的目的。我国现行的刑事立案标准高额化，影响和制约了刑事诉讼目的的实现。修改刑事立案标准是刑事诉讼改革的应有之意。
