行政责任是行政伦理学的核心范畴，实现行政责任是公务员的价值目标。行政责任的基本内涵，一方面指行政主体（政府及其公务员）对于其服务对象必须履行的法定义务或客观责任；另一方面则是指行政主体（政府及其公务员）对其面临的法定义务或客观行政责任所承担的主观责任。实现行政责任伦理必须以行政责任意识为基础，以行政组织文化为环境，以行政责任制度为保障，以行政伦理监督为制约。

On Public Officers' Administrative Responsibility Ethics

Administrative responsibility is the core area of Administrative Ethics. It is the central purpose for public officers to realize their administrative responsibility. The basic connotation of administrative responsibility refers to their statutory obligations or objective responsibilities that the public officers must fulfill for their clients. On the other hand, it refers to the subjective responsibilities born by the public officers on facing their statutory obligations or objective responsibilities. Fulfilling administrative responsibility must base on their responsibility consciousness, take the organizational culture as the environment, liability regime as the protection, and the ethical constraints supervision.
